I can think of few scenarios :
Option 1:
With 1 PC rule : A player in BG sees in the website 5 players in TSM. He comes to the forums check for news and new posts, then likely does not bother to log alone to BG.
Without the 1 PC rule : He sees 5 players in TSM, and log with his TSM character
Option 2:
With 1 PC rule : A player with high level character see in the website or in game few players online with lower level characters, good chance he will not bother to log or play alone solo for too long.
Without the 1 PC rule: There is a chance he'll be able to log with another lower level character and play with the lower level group.
Option 3:
With 1 PC rule : A player playing evil character from evil faction see in the website or in game few online players from opposing faction, good chance he will not bother to log or play alone solo for too long.
Without the 1 PC rule: There is a chance the player will be able to log with different character that will be able to cooperate with the current players online.
You can go and on with scenarios like that...it does have a potential to make more players to spend time online, and what are the risks?
Do you know anyone who says "I will not play ALFA if more than 1 PC will be allowed?"
