Yep.................... the *big* problem with having a D&D-like disguise skill is that disguise has a lot of circumstance modifiers.

Circumstance modifiers are what would make this all unscriptable, no? I guess you could openly roll d20s for each other to view, but then have a couple minutes of OOC tells about "well, but I think we're close friends, not just friends", or a debate over whether a hat and gloves is a minor detail which should enhance detection by +5, or whether they're uniquely dark and feature obscuring accessories which shouldn't be called "minor details"... Tangent: I at least find humour in the "class disguise" thing. Hey I'm a wolfskin wearing barbarian masquerading as a... um... worgpelt wearing ranger! Minus 2 to your detect chances, in your face! Ooh, and now I'm a furclad druid, that'll throw everyone off!

Now, if you want to pass as a Cleric of Tymora.... Disguise is a lot more than just presenting yourself in an unrecognizable manner. Ideally, it's about creating a disguise so that you present as something recognizable, but not you.
For now, Bluff skill vs sense motive works good enough, as it is inherently an act of deception.

Agreed. If all you want to do is hide your face in a dark alley, the "cover yourself with a deep cowel" is good enough. But that's not really a "disguise" as most people think of it.
If you want to simply be the "unknown, masked man in the corner" that's fine.
The classic situation of disguise that I see is the "Drow passing as a surfacer" .................If said drow wants to walk through the city gates, rent a room at a inn, purchase supplies from the outfitter, and gather information about adventurers at a local tavern............................*that* requires skill......not just a hood.

I read some NWN2 news that implied there might be an on examine hook for scripts and that descriptions could be changed. This may not apply to the player but if it did it would be nice. The real question if one used something to alter these descriptors how could the system have another player test to see through the disguise?

I think the only practical way of doing this is not to allow "disguised as somebody" disguises without GM help, but to allow "Disguised so as to hide my identity" without a DM.
The PCs disguise skill can be applied, with a result of "not really disguised" "disguised but suspicious looking" or "disguised and not attracting undue suspicion" or something.
