... if all the characters are controlled by a single person who makes decisions for them based on story rather than efficiency, yes.

I like how Yet Another Fantasy Gamer Comic simply starts focusing on a completely separate group of characters every now and again. OOTS has had enough interesting NPCs running around in the background for that.
