Another question:

Amn's world map uses a custom grass texture to show woods. Just dropping the texture files into the mod folder seemed to be enought to make the old woods look right (at least on toolset). The new grass didn't show as an option on the "paint grass" tool, however. Which means that new woods can't be created using the same method. I presume something needs to be somewhere to tell the module it is supposed to have these extra grass options.

It would seem better from Amn's perspective to have these "woods grass" included so that the option to expand the world map and woods is there. So, should we, and how?

Putting a copy of your grass texture in your Override folder should make it available in the Toolset. However, for it to be properly viewable to your players, it will probably have to be added to the ALFA haks.
