Server was not showing on Gamespy for me quite yet, but Direct Connect to 71.206.168.254:5121 worked just fine. New patch and content look great!

Server is down. Line quality dropped back down into the "unacceptable" range, with lousy upstream bandwidth that makes any kind of vault writes a risky business.
Going to try swapping for a replacement cable modem 9 hours or so from this post.
Have a technician scheduled for Wednesday afternoon (54 hours or so from this post).
If the bandwidth mysteriously improves, I'll put the server back up; until then, we wait and see what can be done about it. Apologies for the inconvenience.
Line quality has improved again, server is up on a probationary basis. Please report any anomalies.

In a new first; Comcast robo-dialed me with an automated message associated with my performance complaint, informing me that a local area problem with their network had since been resolved, and offering the option to cancel or reschedule the technician appointment if the symptoms have been resolved.
I'm going to be optimistic here and hope that the System Worked and in Record Time. Upload speed tests are showing upwards of 3500k, which is excellent for my connection. I was hesitant to call things fixed before, but with some acknowledgement from the ISP that they took corrective action, I'm going to say we should carry on as normal and just be alert for any more mystery lag/timeouts/.bic corruption.
Connection status currently good, but no cause for previous issues has been identified.

To clarify; an action has been taken to try to resolve the connection problems (modem swapped with another equivalent one from the ISP), which seemed to help, but I won't be too confident in the result unless we get through the evening/night without a recurrence of the same issue.
Technician couldn't find anything significant wrong with the lines themselves.
