Actually the move does make a difference. The missiles in question are believed to be SS-21s so this puts them within range of Tbilisi.

Russia has thousands of warheads that can reach anywhere in the world. In 1962, when ICBMs were still new, moving missiles close to their targets mattered. Now it's posturing, unless they give them away--which I hope Putin isn't stupid enough to do.

Then again, there's nothing to say they're even loaded with nukes. They can also carry conventional explosives and be used as super long-range artillery, in which case their presence is no big deal.

Russia would never use long range ballistic missiles for conventional use for forget about ICBMs. The SS-21 can carry a nuclear warhead but it's main purpose it to deliver a large conventional warhead out to about 120km so there's no chance of another country thinking a nuclear war was starting. Besides the Ruskies had already used the SS-21 in Chechnya and it's believed a few have been used in Georgia already so it's not posturing. The move is just to put the Capital within reach in case things escalate.

Russia pulled out of the Russia-Nato Convention today. While a moderately useless organization in the last 10 years, it does show that we may be entering an ugly new era for East-West relations. They didn't even directly tell us, they went through Norway like in the Soviet era.
