The OAS would still be easier to access since you don't need haks.

The "jerks" wouldn't be able to leave the "OAS" portion of the server, so they wouldn't be able to mess things up for the servers. Like the QZ. This would also give the local DMs some control over approving concepts of all players. On PC creation you would be dropped into an OAS type area that you cannot leave until a DM approves your character. Would eliminate muling and probably looting your own corpse. Questionable concepts could be eliminated in the very begining. Scouting areas with "fodder" PCs also goes away.

So maybe yes still.

Then the hakpaks needs to be secured. As it is, the hakpaks are freely avaible.

Security measures have to be taken somewhere, regardless.

An OAS portion on every server would just create more lag for the rest of us, especially since the newbs wouldn't know not to use the keyboard for moving around.

Using WASD keys to move around in NWN2 causes massive lag.
