Yes, but it's a game that's telling a story. It explains how the mutating arms that spew bees works, but there are too many wtf (and not in the good way) moments with the spawning and other stuff that detract from the game. As a game it gets 10/10 from me.
As for get far out of the realm of a shooter, I'm at Fort Frolic at the moment and I don't yet see it either. The graphics are good, sure. The story is good, sure, but most games aim to have a good story, Bioshock just pulls it off well. It's a FPS/Horror crossover - Doom3. Now, the overall quality puts it way up there and certainly something for other games to aspire to, but with no innovation, it can't get 90%+
