Yes, it is better. While many of the "boss" fights while offer a challenge regardless of level, the wolf or bandit that nearly beat the crap out of you 10 levels ago will probably be 1-shotted with an epic kill scene the next time ya meet it. The 'issue' with armor/equipment scaling is still there; however, this really only applies to chests and merchants - youll not see mooks wearing glass armors ever, for instance, but as your level increases youll begin seeing better and better stuff for sale in the shops. And there are epic/daedric items this time that are powerful and unique.
I sitll have gripes with the game - mainly that the world feels...unmoving. I feel that Morrowind was able to somewhat achieve a living, breathing world as it gave you a sense of the place doing just fine without ya and its resident genuinely considering you an outsider. In Skyrim, on the other hand, the world feels more flat, as though nothing, nothing at all, happens that you arent the catalyst of and EVERYONE will treat you as their best friend after an initial conversation, despite you supposedly being an outsider, or even one of the hated beast races or elves.
Despite my gripes, the game is very good. The gameplay system is the best ever - much better than Oblivion and Morrowind, and the level up system with perks is a vast improvement over what used to be there. There are some issues with certain skillsets being overpowered, but its a single players game so this is less important.
