There's really not much of a difference between *is flabbergasted* and *looks flabbergasted*. I'd say that in some situations, emoting the emotion can be a convenient and therefore justifiable shorthand for a whole range of facial and body reactions. Especially for those of us with a low typing speed and limited vocabulary.

By typing *looks flabergasted*, given the appropriate situation, another PC might use sense motive to determine if it's an act or not.
If it is an act and the PC emotes *is flabbergasted*, then it's basically cheating IMO.
Really, however, I think the genisis of this post is more related to the thankfully few players who emote things like *thinks that sounds ridiculous* or *thinks PC X is missing the point*, etc...I've seen this myself IG and searched the DM client for a subtract XP widget
