One point I feel should be revised is the necessity of cross server quests. I can see the point of having cross server quests. Players choose their "home servers" mostly for their ability to coordinate their own playing times with DM times. Making a player cross to another server just for this reason, might just end up creating a lot needless hassle. Player can't match time with another DM and a quest that should be over in a week or two takes three months. Player ends up with a DM that they don't like much or the other way around and that's not fun for anybody. All in all, I think the possible advantages are surpassed by the problems it might cause. Just leave it as suggestion instead of a requirement IMO.

Cross server hasn't been a requirement for awhile. For DMs, see the PRC related sticky in the Player Advancement forum.
Having at least two DMs involved is what it got watered down to, which sounds fine to me (i.e., no one needs to "drop everything" to handle a tourist).
