I think people are confusing a costume with regular clothes.
People are not that likely to comment if you are just wearing clothes, regardless of how revealing, outdated, unflattering or just plain silly they are.
But if you wear a COSTUME... you are inviting comment. You are actually signaling that you are wanting other people to see you and notice what you are wearing. And when you do that... I do think you have to take the good with the bad. You are fishing for both criticism and comments and you may get both.
I'm betting if the woman in the article had just been attending the convention in a regular dress that short, she wouldn't have been approached. People might have whispered to each other or stared... but that would be it. It's the fact it was a costume that made them feel like it was okay to come up and comment on it.
And it is okay. You were fishing for comments... don't be upset if they aren't all positive.
The best example I can think of is a "little person" (I'm not sure that's the correct term anymore, but it's all I've got). Would I ever comment to a little person about them being short? NO. But if a little person dressed up in an incredible hulk costume, I might say something like "Wow Bruce... some of the gamma radiation must be wearing off". Could they take offense to that? Perhaps... but they were inviting comment by being in costume and I don't think making a comment would be out of line.

The guys who wandered around my college campus in rabbit costumes and wrestled stuffed animals didn't do it because they didn't want anyone to look at them. They WANTED an audience.

It's Comic Con, booth people are supposed to wear costumes. Bitching at them for short skirts is a bit umm stupid. You don't like star trek outfits because they show too much skin? - Don't go to their convention.
