I cannot believe people are advocating that only countries run by people like President Bush should have nukes.

Funny stuff really :D

One could say that democracies are less likely to do something stupid.

Or rather, one could have said that before certain adventures in Iraq.

Anyone else here think we need something cleaner and more effective than nuclear weapons, like a Death Star-esque weapon?

While he definitely isn't stupid, his thinking is not completely based in logic or reality.
There's a difference between crazy and crazy. Kim is generally portrayed as a James Bond villain with no connection to reality, which simply isn't true. Your examples are a mixed bag.

The empty highways. Yeah, there's no private car ownership, so there doesn't seem to be much reason. Other, of course, than the fact that they make a nice big artery right down to South Korea.

The military force fits in perfectly with Kim Il-Sung's Juche ideology. Plus, the Koreans are reasonably justified in being afraid of foreigners. Korea's been conquered and re-conquered many times in its modern history, and countries in that position tend to gather larger military forces--Russia for example. And, well, they are surrounded by hostiles.

Removing an entire army for the general's disloyalty is a bit much, but consistent. The rest of it falls as neatly under the Napoleon complex asshole category as easily as being totally off his nut.

Portraying an enemy as crazy is dangerous, unless he really is crazy, and I've never read anything from anyone who's actually talked to him that says he's nuts. Usually the exact opposite.

Kim will do the crazy sh*t he knows he can get away with. Launching a nuke is something he knows he can't get away with, so he wouldn't.
