A blond halfling (the right lock of her hair cut away) asks a few odd questions and goes around the various shops looking for very specific gear.
"I'm seeking ways of traversing under the ocean as safe as possible. Two kinds of magic are needed. Those that would support life, and those that would defend it..."
She rattles off a list.
"Support magics need to be a permanent enchantment on worn items. I need a way to breathe underwater, in a way that can -not- be dispelled easily... so an enchanted helm perhaps, of some kind? I would also need a way to protect myself from the elements so will not suffer the cold, and a way to see in the water environment. If this helm could be combined with an air bubble to allow me to speak (if unheard) that would be -very- useful."
"Defensive magics will be difficult and would probably be in the form of wands- I actually need to test if a wand is possible to use underwater, but if there is an expert on this it would be appreciated... but assuming it is possible, I would need stoneskin wands, and magic missile wands."
"Finally, any kind of evasion spell would be useful. Invisibility that will last long enough perhaps? Anything you could advise I would be interested in.
When it comes to payment the Halfling gives a weary sigh. "My options for payment is limited... but I will offer whatever gold I have and make up the rest with service. I will return all the gear back to you and pay for any enchantments used... I'll do anything you want."

The rumour of someone enquiring about magics that can allow one to survive underwater has also started in Skull-port, though this time by a black-cladded halfling, speaking in thick accent.

A craggy-looking dwarf, tanned dark as old leather has been seen wandering about Corwell and spending time in the Boar's Tusk drinking when he isn't exploring the mountain and being watched like a hawk by the Queen's guards. He's rumored to have come from the direction of High Home. By his mattock-backed waraxe and climbing pick he looks to be one of their scouts. What the devil a dwarf scout is doing this far from home is anybody's guess though...

A Kingsbay family is offering reward* for information leading to their missing daughter, Rowan.
She is described as a very young woman, fourteen years old, with short-cropped auburn hair, freckles on her forearms and the back of her neck, of average height and slightly greater weight than normal. She is believed to be wearing her father's armor, which is ring mail without heraldry, and was last noted boarding a ship for Alaron island.
* the value of which shall be determined by our wealth guidelines if claimed by a PC.
Encounter is set; minimum recommended force is a group of four level 3 PCs. Claims from PCs over level 8 can expect to be pretty light.
Groups of 3 or more should take chat logs. The RP might be worth a little extra XP if it's done well.
If the server resets (note the timestamp on this post and compare to #uptime on the server), then an NPC has found and returned Rowan already, with standard "I'm an adventurer!" tales told at Kingsbay's tavern.

*Among the roughest of the sailors, midshipmen, and longshoremen there are odd whispers seeping into the lower end taverns and flophouses from Waterdeep to Baldur's Gate.*
The old one-eyed bard sat beside the coals of a lingering flame. His breath was sour from the many cheap ales bought for him that eve, rewards for his stirring renditions of old sea shanties and lusty tales of voluptuous barmaids with hearts of gold. A tall male elf entered, his seafaring attire stiff with salt, which denoted he had just come ashore. The warty old bard, waved him over to the fire, and brushed off a stool nearby him.
"Lad, long time no see. I got a bit of information for you. 'Tis what you pay me for right?"
"Aye, it has been a long time, Caedyrl Songscald. What mysteries has Oghma whispered in your cauliflower ears this eve?
"He's callin' all of 'em together again in Skaug, south of the Moonshaes. Seems there is going ta be a big row."
"Whyfore? Pirates and brawling are like herring and crackers. Nothing special there."
"Oh, my point-eared lad, it is bigger than just a brawl. He be callin' all of the best of the best. He's callin' the strongest, the smartest, and the sneakiest that there is."
"Ya don't say. This is to be a tournament then?"
"Aye, and the prizes be rich. He be offerin' the loot of a hundred ships split betwixt the victors. Course the real prize is ta be the last man standin.'"
"So what is the grand prize?"
"You get the crown. Ya get the Pirate King's crown and all that comes with it."

Rumour around the cantrevs of gwynneth and corwell that the road north from koart through out the fens till Doltan is still blockd.
started around a tenday ago with a raid on the merchant company convoy.
the firbolgs side by side with giants blockd the fens with huge boulders and rocks using dark magic as well.
a group of mercs from koart was to push throug but instead had a force of giants get all the way near koart.
last reports of other parties involved regading humans and huminoids yet to be confirmd.

Caer Moray has sent a vessel to Caer Corwell with requests for help. The messenger tells of an orc brigade forming with siege equipment outside the town.

Rumors begin floating around various settlements across the isle of Gwynneth that a tall, golden haired Llewyrr has been going about offering fair reward in exchange for specific information. Few seem to know exactly what kind of information is sought however, though some say that it may have something to do with looking for a lost companion. A few speculate that the fellow is a spy for the secretive Llewyrr of the Isles.

Rumors begin floating around various settlements across the isles that the Sahuagin have attacked Horstall. Word speaks of how Lord Horstall used to fight them when he was younger and kill a Prince of the Sahuagin. People says it was attack on him because most of the villagers were able to flee the town, because the Sahuagin were just attacking the keep. People also say the town was saves by Lord Drake, his man, allies and men from Kingbay. Lord Horstall seems to be asleep and unable to wake, but most of his men are died. His family two young boys and one baby girl are well and were visiting family in Kingsbay. It is unknown who will lead the town with Lord Horstall unable too.

Sailors tell rumors about large group of Amn's ships unloading vast amount of troops off at Snowdown. The troops are seen doing drills and other training things. It is unknown why the troops are there.

Travelers and merchants passing through the main village of Caer Horstall will find that much of the devastation from the sahuagin assault has been cleared out. People have begun returning home and carpenters and masons from KingsBay can be seen working on the keep.
In addition to the locals and visiting workers, guards again patrol and ensure the peace and safety of the cantrev. If inquires are made or the guardsmen themselves are asked, it will be learned that they are in service to the Knight Drake Veneshuel, who has for the time being remained in the town and has assumed the care and protection of the cantrev given Lord Horstalls incapacity and the decimation of the cantrevs leadership during the attack.
Furthermore, word begins to spread, and posters begin to appear around the various nearby villages of Gwynneth isle that the Knight Drake Veneshuel seeks capable and able bodied individuals to serve in his employ to protect and watch over Caer Horstall, all with the promise of good pay and boarding provided.
((Drake has shifted over the bulk of his men over to Horstall, he is also paying for the rebuilding and recruitment efforts, please deduct the coin as needed))

There, she produces an unusual body from an extra-dimensional bag, offering it to being laid to rest by the priests. The body is that of something not quite human -- a genasi, a Native Outsider, likely something to spread a rumor or two. The elf expresses some uncertainties on the man would want, or if his kind could be raised from the dead. She would request (and pay for) a casting of Speak With Dead, asking the body how it wishes its death rites performed, or if it wishes to be brought back.
