Pretty sure Foam has alternative contact methods for him.

I am looking for confirmation that he is available to "OK"/approve for me an exceptional PC Race and/or read a Bio I wrote up wrt that is all. Under Exceptional PC Race applications we need the HDM of the server to approve it... anyway, here's hoping!

Sometimes. HDMs are defined by the charter, and so there are things given to them which are explicitly not given to Admin. But many things that HDMs do are things delegated to them by the DMA or PA, in which case the relevant Admin can just use their Adminly powers to do the thing.

I am fairly sure that exceptional PCs were in the latter bucket, but delegated under the presumption that HDMs are the best resource for knowing if a server can support an exceptional PC-- presumably the relevant Admin (I'm not confident that it's DMA, as our exceptional PC policy was made over severe DMA objections) wouldn't want to act willy-nilly in this regard.
