Is it assumed that in a RP situation with a DM present, that the entire spell lists and effects listed in the SRD are in place?
For instance, a priest has a summon spell memorised, can they summon any creature on the list, if the creature is intended to be used for a task other than combat?
Additionally could a priest use a slot and memorise create food and water to keep his companions fed while on a long term hike with no Inns just around the corner?

My own assumption is, that if you let the dm know straight off the bat what rp spell you memorized, it is useable. Not sure about the summoning, but I would think it would work much the same.

I would check with DM, yes. For arcane casters it's a slightly different issue as divine casters have access to all standard spells immediately appropriate to their lvl, but arcane casters must learn/pay for or choose specific spells.
I would think it's reasonable to assume all wizards have access to SDR cantrips, for instance, as they are supposed to have acess to them all at lvl 1 per canon. I've approached an HDM about using/RPing knowing a couple of un uber lvl 1 spells and gotten permission; for higher lvl spells I would think some RP might be involved on top of getting permission to simulate acquiring those spells.
Riotrrd and others have recently added many additional pnp spells as well which are available for purchase to copy into spellbooks (though I still think the cantrips should be free or nearly free per above)

I have been fairly sparing in my use of RP spells....an occasional "sending" or the like.
The full disclosure to the DM is the best way to go. Let them think on it and make sure that it doesn't overcomplicate their scenario.

Memorising and "burning off" a harmless spell at least shows to everyone you're really casting something.
