ICly most PCs would know the time of year of major festivals in the region and where they are held.

That's a brilliant idea; perhaps throw in widespread "rumors spread around various regions that city/town X is planning on a particularly noteworthy/quaint celebration of holiday x this year" or some such and it makes it more reasonable folks might be interested in traveling there instead of sticking around for the local festivities (which obviously are not happening In Game) for the nth time. There's always religious/cultural/racial reasons as well obviously to pilgrimage to place x during festivals, etc.

Regent's Field on MS has a full-on fair ground. Walk south from the capital, (it's the city you arrive in when you travel by boat from BG, not the server start town). You may need to avoid some bandits, rumor has it, but they are a lazy sort and only waylay travelers who venture too close to their ambush spots.
So this available for any manner of festival anyone wants to DM. Being in a major kingdom, it would be well known for it's party scene.

I remember there used to be a google(?) calendar that Rotku made of all the holy days that was interactive and kept itself updated. I'm pretty sure it's long gone now but maybe another one could be made? Maybe I'll look into that, it seems like something that should be in Realmslore anyway.

April 30th happens to be not only Greengrass... but the Orgy of Destruction, sacred to Ilneval. How about that? And yeah, like 10 other religions random parties (Sune's "Chase", Mielikki's "Wild Ride", etc)
