I would really like to put that into test and see you going up to Mike Tyson(Clear example of character with low CHA, and probably not very high INT) and tell him you're not taking him seriously. Maybe share your thoughts with him that he's comical(biting ears off) and laughable?
Maybe try to manipulate him? or out smart him?
People tend to be very brave on the paper and theoretically.
Charisma should come into play during social interaction , mostly when the two sides decide to actually interact, and the communication is not one directional. Like a guardsman telling a commoner what to do.

This ability represents actual strength of personality, not merely how one is perceived by others in a social setting. Charisma is most important for paladins, sorcerers, and bards. It is also important for clerics, since it affects their ability to turn undead. Every creature has a Charisma score.
So If Mike Tyson was a guardsman, and he was telling me something, why would i care from :
1. His force of personality?
2. persuasiveness?
3. Personal magnetism?
4. Ability to lead?
If all that was true, then i guess yeah, like stated above bards, sorcerers and paladins were the idle guardsman and law enforcers.
But it's not, because law enforcement at least at low ranks , has nothing to do with charisma. It's just men with sticks willing to perform actions.
Now, assuming if i played dumb half ogre , and attractive woman(high CHA) would break the law and my character would have caught her. Good chance he would bend the law, and makes her some discounts if she is winking is suggestive. (Depends on the half ogre alignment, and other factors)
On the other hand, if i played the same dumb half ogre and i would caught joyful bard(with high CHA) breaking the law. Good chance i would smear him on the ground just for being colorful bard(annoying in the eye) with songs and poets i never understood. Besides, he gets more chick than me, it's perfect excuse to get rid of him by breaking his mandolin on his head and shoving his flute in his...
Now, if the bard is a PC and he would try to be smarty by starting to roll diplomacy checks, i start rolling my own checks , like intelligence check(and fail because i have 5-6-7?)
And then get even more annoyed for not understanding what he wants, and automatically(in my self defense mechanism that is reserved for people with low int) assume that he's trying to fool me .....and break his bones.
