Alright then. I can't believe something i wrote in IRC got this big and stupid and silly. However, for sake of being the OP (on irc anyway) I just want to clear some things up on the comment.
Yes. It was a serious question, and one i was hoping for a legit answer for. Sad to say it does not seem i have gotten that.
Second, the fact that this is now 6 pages long (hell probably 8 by the time i am done typing this) is stupid. To all those who love to debate and fight over stupid bull STOP IT AND GET A DAMN LIFE. This was a legit question posted to someone who COULD answer it with some authority. Not a question (at least intended by me) for all of you to air your stupid pointless debate where some of you said pretty much nothing. I will not call anyone out, but i swear some of your posts were made just for trolling, and you know who you are. And guess what, your stupid troll posts are NOT WHAT THESE FORUMS NEED.
Third. My opinion on the matter is that it does not make sense to put in a system that will never trigger when running form a baddie (i do not know exactly how long you need to run to trigger it, but i know it is more then one area, possibly quite a few more.) and that is my only concern, it doesn't make sense.
Fourth. I did not state i thought the system was put in to promote running, but, it still makes no sense to have a system to penalize only when if a dm is on they are going to penalize you again.

Once again if it's i.c. then do it. lol but make sure that you can back up the in character story with consistent role play. Talk to your dm's to help figure out a happy medium.
I am in charge of nothing here, but if you remember one simple rule,"if its in character" then odds are you will not ever get in trouble.
