Wouldn't you have to ask Obsidian? That wiki says:

"While wild empathy is listed in the feats.2da, it is also toggled as removed. As such, it may be scheduled for activation in a future patch or it may remain excluded from the game. "

The description of what it's supposed to do was lifted from PnP - how would it work in ALFA?

I'd like to see natury-types being able to keep the wolves at bay without slaughtering the lot, but it may well become either a useless or a super power if not handled correctly.

The stock AI has switches to set on predator and prey creatures that create the approprotate behavour even if both belong to the same faction.

So long as all animals on the server have either PREDATOR or PREY set on them then setting PREDATOR on a PC would prevent hostile animals attack that PC, it would however cause PREY creatures to flee from the PC,

If you only set PREDATOR on predator creatures then they would not attack PREY flagged creatures but would also not attack a PC also flagged as PREDATOR, even if the creature is hostile.

PnP it's a one on one power, takes a minute to use, it basically shifts animals to a happier level on the diplomacy table if you roll well. Hostile up to Unfriendly up to Indifferent up to Friendly up to Helpful. Helpful is not necessarily to be taken as "will die for you like a charmed minion", which is close to the NWN1 way of doing things in a skill based (not feat based) implementation which took into account hit dice and everything in terms of DC.

Even in PnP, unless you have eight minutes handy for eight wolves, you're in trouble, and better be trying your mojo from a treetop or cliff or from behind a steel cage. One on one, you may have a fighting chance, but if someone is charging you from the get go, you don't have a minute to attempt your WE power. Maybe since you're a Druid or a Ranger, try a Hold Animal then start negotiating. :P

In ALFA, yeah, you could end up with useless or super power. Hostiles will not give you a minute to bargain, it's a videogame, their tactic is "charge, immediately", not "politely interact before nipping you." If there's a pack, same problem, you can't try bargaining with each in sequence, i.e., bargain with 1 of 8 while the other 7 are eating you. May just have a RP power, as in "if you've got decent CHA and some class levels, otherwise indifferent animals REALLY like you, and hostile ones may think twice if DM controlled... though they may still want to eat your party and let you be."
