Deflect Arrows - does it work?

Anecdotal evidence suggests that the Deflect Arrows feat doesn't always deliver. Can anyone who has or had the feat on a PC please chime in to say if it always worked, never worked or sometimes worked?

It did not work the last time Alacrity was fired upon. I did some checking, though, and the feat requires that you have at least one hand free to function. Alacrity had a sling in hand at the time, so I inferred that was the reason she got critted by a crossbow bolt.

I played a monk early on in alfa and recall deflect arrows working for that PC.

It also worked for my old pc Ryu, but again you had to have free hand.
