Here's a little snippet by Senor T which describes well what's needed in the position:
In my opinion, the most crucial skill a PR Head can have is the ability to manage a project. The PR job is simply too large for anyone to do on their own. It requires an understanding of the wider NWN community on a page-by-page level. It requires writing text, managing text, managing graphics, creating graphics, managing websites, keeping in touch with the IA and staff, you get the picture. Because of this I've implemented a project management tool that helps a team work together. This means that the BEST use of a PR Heads' time is managing a staff and keeping them on a message consistent with the LA's vision. This means creating tasks when things need doing and assigning the right people to do them and keeping track of the list and touching base with folks to see if they're on schedule or behind schedule.
Really, the ideal PR Head would be someone committed to the community above all others, have the time to spend in the forums/chat/zoho project once a day or every other day at worst, would be respected by the community at large and would not mind following the LA's vision.
A final personal note: the PR department has more than enough to worry about aside from policy. I've tried my best to stay out of ALFA politics during my tenure aside from my vote. As well, drama has a way of making the PR staff's job much more difficult, so contributing to it is rather directly in conflict with the job itself.
