To The Residents of the Black Dragon Row Apartments

Tenants of the Black Dragon Row Apartments find the following note on their doors when next they come home:
Regrettably, it seems the Black Dragon has been found recently by a burglar. Two tenants have reported missing possessions and one person believes they saw a halfling leaving the premises who was not a resident.
The management assures you that we are taking every step to bring the thief to justice and we will be increasing our security. The safety of our tenants and the security of their belongings are our utmost concern!
We ask that all tenants take inventory of their property and report any missing items to the management.
