Is it a bug that knockdown sometime get stuck with cooldown of 2 hours? if so, can it be avoided?

Yes; it lives on the NWN2/OE stuff, and there's not much we can do about it.

The best advice I can muster is to use the ability slightly less frequently than your client says it can be used, and find a safe place to relog once it hits.

When I was playing Scisha, I got to where I only used it once per combat. There were times I could use it more frequently, but at other times trying to use it again resulted in the bug taking effect. I could never which conditions would do it and which would not. It seemed somewhat random.
