I was reviewing domains for next pc creation and found this list to be nearly
irrelevant.

Am I to suppose dwarf, drow, elf, and orc can be selected appropriately?
what special functions do these domains have?

Yes, there is some out of date info with the release of acr 1.89. In game the info should be up to date with 1.9. That is still some time away i imagine.
As for the info... its a little awkward to do, but you can use this list here to figure out which domains belong to which gods. Each domain has a link to a list of gods who have it.

If you roll a non-human then you may select the appropriate god for them.

Fury Domain Spells
True Strike: +20 on your next attack roll.
Bull's Strength: Subject gains +4 to STR for 1 min./level.

Divine Power: You gain attack bonus, +6 to STR, and 1 hp/level.
Shout: Deafens all within cone and deals 5d6 sonic damage.
Song of Discord: Forces targets to attack each other.
Abyssal Frenzy: Regresses target to brutish, demonic version of itself.
Shout, Greater: Devastating yell deals 10d6 sonic damage;
Abyssal Frenzy, Mass: As abyssal frenzy, but 1 creature/level.
Please note - My info may not match what is actually implemented due to the nature of NWN2 vs PnP

Rumple, the FR wiki often lists 4e domains for the deities. It's one of those user edited type communities, lot of users moved on to 4e. So everyone should take those with a grain of salt.
I kind of hope the Faiths and Pantheons lists will get used, but no one has yet given any guidance in that regard, as to "what ones are approved for what deities." Googling "Faiths & Pantheons PDF" will probably bring up all sorts of links of unknown provenance, which'd maybe form the foundation for some ALFA "node" about the topic.

I would note that Fury domain, as expressed in NWN2, is the original implementation of War domain from NWN1 and early NWN2, which Obsidian abandoned for its ridiculousness. It is not a representation of any Fury domain which may be contained in any supplemental D&D or Forgotten Realms text and has no particular relationship to the gods of fury in the Forgotten Realms pantheon.
It would certainly be possible to make a conversion toward canon if a good canon existed somewhere, but the design written was to recommend that our two dubious-historied domains (Dream and Fury) be dubbed unavailable, what with their dubious histories and severely-lacking support in Forgotten Realms canon.

I recommend avoiding the FR wiki and similar sites to get canon info. The DnD-wiki seems to have a lot of homebrew stuff as well; Dream domain for one, I believe is homebrew?
