Underdark - Exterior Area Skydomes

I am playing around with exterior areas for the underdark. I do not want to use the interior cave tiles because I want the freedom to design the terrain to my liking and want the feeling of height, especially in some of the city areas. However, I've run into a problem that I was hoping I could get input on.
I want the area to be set to always night for the sake of drow light penalties.But, whenever I use this setting the skydome always has stars, even when I manualy enter a skydome file.
I am using the "default" stage of the day/night cycle since I have set day/night cycle to false.
The settings I have changed are:
Is always night: True
Directional Light casts shadows: False
Day/Night cycle: False
Skydome Model: fx_skydome_generic.MDB (tried the same for other skydomes: astral, dream,fugue, shadow. All seem to display stars in game, no matter which I choose.
Does anyone have suggestions or experience with this? If I can't get this to work, I'll have to scrap all of my design ideas for an underdark server and start again from scratch. Uggg.
