Mimicking NPC PRC

Anyone have any experience in this? I am trying to mimick a Cleric7/Runecaster8....this entails the spell progression continue on as if the PC had 15 levels of cleric, BUT NOT the other benefits such as turn undead. I am experimenting with using the Commoner Class at the moment in place of Runecaster, but the spell progression can't be maintained doing it this way....ie...commoners don't gain spells per level.

The other way would be to simply tag a note to this pc saying don't use turn undead to turn undead with this NPC as the result will be too high.

Thoughts anyone?

Is it likely that the NPC will regularly be in situations where an accurate Turn Undead result is required? If not, C15 is your answer.

Can't you deselect the Turn Undead Feat in the NPC's Feats List?

The problem is, that the npc SHOULD be able to Turn undead, but only for the 7 levels of cleric, not for every level the NPC has.

Also, does anyone have access to information on the expert class for NPC's? I need progression and such for another cannon npc.
