Can you resize existing areas like you did in NWN1 Toolset?

Yes, just change the area size slot in the area blueprint by clicking on the arrows for each side of the area in the direction you want to resize (bigger/smaller).

Do note that you lose any content on any tiles cut off in the resizing to a smaller size.
