Yes,im one of the brave few wanting and willing to RP a LA character.(Level adjustment).
I understand the gulf of xp needed to level.(10 k xp for level 2 on a deep gnome).What I need to know is how are these characters treated by the rules system.Is it a level one character who is treated like a level 4?A level one treated like a level one?
How are the DM's expected to gauge the character? as a level one? or a level four?
(so long as there isn't a real disparity,thats fine)

Not sure what all the question involves: the combat XP functions take effective character level (ECL) into account when trying to determine the challenge modifier, which means an LA-race PC will tend to get less XP for combat than a non-LA-race PC (but with combat XP being low overall, the effects of this should not be dramatic). Also, I'd have to check, but I suspect effective level is also used in the divvying up of party combat XP, meaning the presence of a high-LA PC may push down the total amount of combat XP for the kill, but will also get a larger portion of the "pot" so to speak, in the same way that a higher level PC would.
For DM events, that's up to the individual DM; I doubt any of our DMs would throw CR3 or CR4 challenges at characters with only one hitdie (and one character level) though. RPXP, DM Quest XP, and static quest XP are all mechanistically unaffected by LA.

Not necessarily problematic from a mechanistic standpoint (IC, might be another story). Just means the exact same effect on combat XP as if you were your LA adjustment higher in levels. Experience points aren't really an IC quantity, your PC doesn't know how many they're getting; so it shouldn't really affect ingame behaviour.
