Are duels to the death allowed by law in the silver marches?

As far as I've read in the campaign setting, duels would be disallowed in Silverymoon, since it holds to high morals and have capability to enforce its standards there and in close vicinity of the city. Differences would typically be dealt with at a magistrates court.

In other areas, I don't see how a ban on duel's could or would be enforced. Moreover, I don't think question knights, or knights in silver would bother much if they encounter a duel to the death, since they are obviously to important to go in between such a squander since they are obviously on a very important mission.

A questing Paladin could step in between perhaps, if the duel to be fought was perceived to be vastly unfair and unjust, or maybe take on the combatants place to even the odds.

Not to sidetrack too much, but isn't the silver marches a confederacy type thing to ensure the cities/militia/armies come together in times of large threat (ie drow invasion, orc horde, giant bands, dragon rage) to ensure that the human/sub-human races can thrive in one of the most savage and threatened areas of faerun?

I would have thought what goes on in the local patch is up to the head of a towns militia (ie the Marshall) or a King/Leader (ie mithral hall or silverymoon).

I can't see Silverymoon Knights in Silver telling the King of Mithrall hall what do do about a duel.

And as it's rivermoot, i couldn't see a local marshall stepping in to break up a fight of fully armoured adventurers who have killed gnoll bands where the guards under his control are generally afraid of kobalds and a few orcs. Plus with the amount of adventurers around he might even encourage it!

Of course the DMs own the campaign and may want to make laws.

The option is to step outside the towns boundary of influence. And as for the roads, i'd say a few hundred yards either side the 'silver marches' reverts to the 'savage frontier' where the only real laws are those set by very high level rangers rarely done and only to deal with an immediate issue.

Quote from Silver Marches handbook:
Folk who leave the shelter of the city
walls must go armed and go carefully, lest they fall victim to
one of the many horrors waiting to claim its next victim.
in a land where law and order
often extends only as far as the length of a swordblade
