Game balance issues aside, we're trying to bring NWN as close to the 3.5 Edition D&D rules as possible. Weapon Focus (Ray) certainly qualifies as one of those things, if it can be properly implemented (I'm surprised it didn't make it in with the Warlock class).

The only thing NWN2 does correctly abotu rays is teh touch-attack mechanics, but they don't allow criticals (they should) and they don't allow sneak attacks (they should).

Theoretically, A fighter/spellcaster should be able to get weapon specialisation in rays, too. And improved crit - ray should be available too - though that's probably not going to be popular enough to be worth implementing.
