NWN1 spells that did not make it to NWN2

Is it possible to bring spells from NWN1 into NWN2? Specifically Shelgarn's persistant blade being the one I have in mind for a future RP concept. Part II of this question centers around that spell being too powerful IMHO for a 1st lvl spell and was wondering if it could be modified to the same basic stats as summon creature I. The reason for doing it would be purely RP. Are there other projects more important sure but just wondering from a technical stand point.

The NWN1 version of the spell was implemented pretty terribly-- and in this case the meat of the spell can't be carried over between the engines. If we ever added Shelngarn's, we'd probably be looking at something closer to the one in Magic of Faerun.
