Administrative Pace - consideration

Hello,
I've been thinking about this long and hard. The present system for administrative decision-making is a relatively dragged out forum debate that lasts maybe 2 to 8 weeks before a decision is reached. Sometimes far longer.
I recommend the admins have a regular "logged" chat meeting to discuss all the various issues on the table, so that a decision can be made on a variety of issues in a single session lasting just a few hours. Post the chat meeting on the forums, and *poof*, time to get busy.
Assuming how the admins wish to handle this, they could allow 'guests' to be in the chat room at the time, although guests will not be allowed to present their thoughts until open session is allotted, which can be provided two to four times a meeting, for 10 minutes each time. Robert's Rules of Order.
Thoughts?
