Yes it is DIRECTLY tied to the character name exactly. For example if you do a rebuild and change your characters name, you loose all access to all Kemo fuctions (auction, bank, and storage bank.) Honestly it is a very easy interfact for players. They even have a bank system that automatically stores and sorts crafting materials (and a full crafting system as dicusssed but I digress.)

As per persistent storage vs. Kemo Storage Bank:

Kemo bank inventories are stored as files attached to your characters NAME
Persistent Storage is attached to an area in which your character has a key

Kemo bank inventories are stored server side and no one can break into them
P-chests are static, anyone can open them.

Kemo bank, does not do drag and drop, so no accidents with setting things down
Pchests drag and drop

Kemo bank closes with a interface of its own, storing and saving server side
Pchest get stuck when you click them wrong thus not only making them NOT register as closing, anything you take in and out of them does not show up on logs.

As per a persistent sack of holding, THAT is an interesting idea because
1) hard to exploit
2) easy to give every character

Problems
1) As per Synwyn and his box of gems, when you die per tech or for reals your overfull things MAY explode and overfill the corpse, thus loosing most of your preciouses
2)Sacks of Holding may be put down filled with MANY items and given another player and all it will show is "aqquired sack of holding" on the logs
3) Sacks of Holding are expensive magic items (ect ect wealth limits)

Couple to bank note items that can be bought and sold at a bank for fixed amount, if you want to store gold. That and a little bit of trust is all that is needed for "persistent storage". Once the player is established enough for the DM to trust him with that bag (easy, but not total noob), and the PC is established enough to ICly have a place of storage.

Right now we have several instances of standard bags of holding in this use at Amn, but the "trust and verify" check of that DM channel message would be a welcome addition.
You haz problems? I haz solutions!

You can create a widget that only works when you are inside of triggers that have some random variable/tag whatever that designates them as OK to use persistent storage in.

The widget summons a chest, which PCs can use as persistent storage. When the chest is closed, it gets stored to the database. Poof! Both the widget radial and a DM tool would have the power to force close the chest.

The DM widget could have a custom UI to allow them to input the name of a character and summon their p-storage chest. This would allow them to look over the player's stored inventory.

No blowing up of corpses.

PS: I haven't looked at Kemo's system, but it's probably solid. If it doesn't exist, you could probably add the ability for DMs to investigate player contents.

Now back to the OP,

This would not be too far from something I was working on.

The system works like this:

There are generic representations of the scale of the homes in a location, from modest to mansion. You pay to rent them on a monthly basis, able to pay out up to 6 months in advance.

Everyone with the same type of home goes to the same front door, so you just have to pretend they are all different.

The interiors, however, are all instanced (copies) based around a generic for the type. The floor plans are the same for each type. However, they each have a number of nodes.

The decorations (paints, paintings, furniture, ect.) tied to the nodes are all stored in the database.

Whenever a particular instance of the house is called for a player, it fills the nodes with whatever they had purchased / set for that node. Viola, the interior is customized to them.

When everyone leaves the home, the nodes are stored back to the database and the instance is destroyed.

Guildhalls, businesses, ect., could work the same way.

I haven't polished this up, though, and there might be insurmountable difficulties in bringing it to live standards. One thing that comes to mind is resolving players logging out in instanced areas without being booted to the Riverboat on next log in. Though, I think I have a solution for that, too.

PS: LOTRO is now free to play. The system would not be dissimilar from how they handle player housing. Check it out.

I used to play with Kemo bank system in nwn1 and it worked wonderfully. KEMO usually does a nice job with this stuff, I haven't tried his vault solution but I think its worth checking.
