For the central vault solution the current computer is enough:
· AMD 2000+
· 256 MB DDR RAM
· 40 GB Hard Drive
· 200 GB Data Transfer
· 100Mbps Connection

The computer is idle most of the time.
The MySQL database doesn't need much memory.

Is the AMD 2000+ dual core?

The 2000+ processors are single-core.

The CPU is really unimportant here.
Basically the only thing that work on this computer are the disk drive and the network interface...
And none are working at the speed of the 2000+
