Don't know why this got thrown into Off-topic, but I'll take a stab at the low-end. [edit: seems to have been moved to General Discussion now, maybe it'll make it's way over into NWN2 Collective Discussion next, heh]
I've got a test server hosted on a rig with the following specifications, I'd call it the bare minimum for hosting for now (have max players set for 6 currently, haven't tried stress-testing yet).
Athlon XP 2800+ processor (singlecore)
1 gigabyte CL2.5 DDR400 RAM (dualchannel mode)
Windows 2000 professional SP4
NWNx4 v1.08 for database interactivity
NWN2 module hosted using Obsidian's Dedicated Server install
OAS2 module is ~ 900 megabytes, running in directory mode
UltraVNC for virtual desktop acces
COMCAST standard cable internet
Most NWN2-ALFA modules will be significantly larger than this as they develop. I would recommend 2 gigs of RAM as a minimum, and suggest a dualcore processor as well. Fixed IP address is preferable over dynamic (cable internet, while dynamic, seems to change only one or two times a year). Upload speed is more critical than download speed, so standard asymmetric coverage like most residential cable internet plans are less than ideal.
Hope this helps!

Yeah, agreed with AL.
The 003 module is still under 1GB, has about 12 exteriors (all 32x32), and a growing number of interiors.
Server is currently:
Core 2 Duo 4300 @ 2.0
2 GB RAM
Windows XP Pro SP2
Stability is excellent, but my upload speed limits smooth playing for most Euro players, and anyone as long way from Australia. It's currently 384KB/second.
