The special qualities of those forms in addition to spellcasting would make polymorph significantly more powerful than its PnP incarnation, and IMO more powerful than it should be. I'd have thought a global class change, applicable across all servers in all combat situations would outweigh any little static in any cost benefit analysis? I would think so.
