Thought it best to throw up a list somewhere. Below are listed your current ALFA Reps, as well as which game platform they play on. They're the ones to contact if you have any (non-technical) problems that you need help with or just want a friendly ear to talk to!

ARs are intermediaries involved in investigations of reported violations, counseling of players, and mediation of disputes.

There's no formal way. Usually when the Player Admin think there is a need for more ARs, they'll either ask for volunteers or the current AR team will get together and decide to approach person X, Y and Z. There's been an occasion that people have volunteered out of the blue, but it's certainly not the common method.

I would suggest waiting for the election to finish and shoot a PM to the new player admin. My guess, however, is that currently there are more than enough active ARs.
