Is there a way to "unsummon" a Paladin Mount?

Not currently-- paladin horses were fussier to implement, so they didn't get their full suite of features (and are still annoyingly disobedient at certain points. Like you say "wait outside" and it says "but the inside of this cave looks so interesting!")
We can't use the usual summon commands because warhorses are called, not summoned (so they can/do actually die if they run out of hit points, and they can't be dispelled), so that fussyness also has implications for the unsummon. But, for what mitigation it has, we won't be applying the dead-horse penalties to paladins who get their horses killed until those paladins are able to dismiss their horses to save them from death.

So I guess the answer is "no."
If summon one in a cave due to level up intoxication, I guess OOC murder it and summon it again later outside? Because parking it in the UD probably means "it is stuck in the UD and you can't summon while one is parked." I don't know, is that the self help solution for if it's stupid to ride a horse up ladders and through rowboats near Delzoun?

Shouldn't be any guessing? "Not currently" is hopefully pretty clear about the current state and what we consider to be desirable.
Shouldn't have to worry about horses getting stuck, though; paladin horses despawn when you log out and have to be called again when you return. Also, if they follow you when you told them to wait, they'll follow you through every AT, and thus not be stuck.

Based on that why wouldn't we just have the pally PC/ player log out and back in until a fix is made? Seems like a simple solution?

Depends on the circumstance--
If this is "I need to dismiss my horse because it's getting killed by goblins," that wouldn't be best handled by relogging, because you're mid combat. But if this is "Damn horse is in my bedroom again" then yeah, relog.

true, horses are well know combat loggers, especially those pally mounts, cant trust those buggers or their sneaky paladins.

The paladin will be flagged as in combat if any creature in the paladin's party is in combat. Logging out will, thus, be written to the logs as a combat log.
While one or two is normal-- cats walk on keyboards, internets go down, power outages happen, blah blah-- patterns have to be investigated. And that usually means that I have to explain what exactly the logs mean, and rest assured that all of those conversations go exactly like this.

I'd avoid, as much as possible, anything that could result in DMs/Tech having to look at logs. Might want to put horsey away for anything off road. Up to the player really, but DM/Tech spending time on log review is DM/Tech not building content/telling cool stories/making cool tools/adding horses.

My paladin mount is named "Honor" he would never combat log.
