That's concept art to me.

Depends on your definition of in-game. It could be a cut scene in the game.
Current PCs:
NWN1: Soppi Widenbottle, High Priestess of Yondalla.
NWN2: Gruuhilda, Tree Hugging Half-Orc

Yep. The lack of detail is actually making some people think it's not first person. Compare it to Bioshock, Crysis, UT3, Call of Duty 4, or even Oblivion and you can tell the quality is lower. Not that it matters, the art is awesomesauce.

I assumed he was referring to the downloadable video, which I'm still downloading.

Ah, watched it. Very nice.
Pretty landscapes only carry a game so far, hope the game lives up to its visuals.

Yep. I think the main point of the teaser is that they nailed the Fallout atmosphere perfectly. The rest is still up for grabs, but for my money, the atmosphere is a huge factor.
And the story of how and why the Brotherhood of Steel got to DC is going to be good.

That was awesome. They really captured the Fallout mood, without just re-hashing old content in 3d.
I still have my concerns about dialogue etc, but I admit I'm getting a bit excited about this game...
