A posted message on doors around the city.
Attention Citizens! Raiders have been seen in the city! Raiders may have arrived by the sea and are infiltrating the city. Be on the look out and check for the following sea raider characteristics!
1. Big men wearing horned helmets and sporting long flowing blonde or red beards!
2. Longboats with Dragon heads on the front depositing hordes of said men!
3. Horned helmeted axe wielding warriors emptying kegs of ale from local taverns!
4. The same large boisterous men carrying away screaming maidens from local finishing schools!
5. City Watch Civilars running away at great speed!
If you see any of these signs, run away! Run away!

Citizens are also cautioned about making rude comments about canned meat products, which seems to embolden these raiders.

Yep, but alas, no large horned helmeted viking warriors in the pallet, so half-orcs with great axes and power attacks that do 75 points of damage was all I had.
