Are statics linked to the Player-ID? Or the PC?

Not sure which Statics in particular you are asking about, but to the best of my Knowledge all of the static content that I know of seems to be made so that their completion status has to do with the Character, not the Player.

And watching your not bleeding but dying PC slip closer to death is actually surprisingly fun... sigh.
