The Waterhavian Grifffon Riders have informed us the streets of Waterdeep show similar patterns of Ice all leading out and away from Blackstaff's Tower. I suspect the Source is once more in the Lower Sewers.

Sarenna leans against the bar in the main hall of the Company, reading the letter. “Our dear Black Spider at the centre of an icy web,” she speaks to the empty room. “Still, it must be a special thrill to look down on the city from the back of a griffon.”
She drops the letter on the bar and calls out, her soprano voice reverberating through the Company.
“Keryn! Where the hells are you, we have work to do!”
