Crafting questions
So I have looked through the crafting stuff.

I have a few questions.
1-Can you improve already made items? Adding new abilities DMG p288
2-Are AC Bonus Other allowed? (Luck, Insight, Sacred, Dodge) DMG p285
3-Are Intelligent items allowed? (totally RP I assume)
4-What other books besides the 3.5 DMG are we allowed to emulate items to make?
5-What feats can be imbued into an item? I saw Disarm; Combat Casting; Extra Turning; Dodge; Deflect Arrows listed. I ask because in game I found Bracers of Archer that had Point Blank Shot.

We have too many versions of the pricing guide. 1c on my copy is grenadelikes. Wheee.

Dan is using the lists from Nwn1. Inaccurate. Our legal feats list in nwn2 is much much shorter. Can't post the definitive wiki style page with iPhone. The word doc versions all abandoned after "wiki fying" the list.

Zelk produced the relevant link faster than I could open the laptop. 
The main differences from Dan's series of 5 answers would be wrapped up in the legal feats business. In PnP, "feat granting" items are pretty rare. Same deal in ALFA. If you want a feat, I guess choose wisely when you get the chance at relevant levels, or in terms of planning prereqs etc.
I would also submit that none of our published guidelines for crafting (on any server) contemplate creating intelligent items by PCs. That feels like pure DM turf. So no crafting a pen that suggests diplomatic word choices and argues with the author... unless it's an NPC who mysteriously crafted it (i.e., DM prerogative).

I assume persistent spell effect items are not available? Like boots of Haste or Expeditious retreat, except through spell per day effects.
I will hunt down were I saw those bracers.

Keen isn't a feat.
Dark vision however is, and is available in the wondrous category, usually on head gear.

Didn't we also price low-light vision at some point?
Of course now my search fu is weak and I can't find it, but I know Paazin brought that up at some point-- and we can definitely do that (fixing the spell also fixed the items). Seems like it'd be silly if you could buy darkvision and not low-light, anyway.

And as a precaution: be wary of disarm.
Whether disarm works on a creature depends on whether the appropriate box is ticked by the builder of the creature. Because disarm is generally unbelievably over-powered against most armed creatures (the AI isn't smart enough to re-arm itself and rather suicides with fists), many creatures instead do not allow disarming at all. But there really is no standard on it, and basically it depends on the habits of the builder who happened to build that creature (and whether that builder understood the issue or even considered disarm). Meaning there is no guarantee you will be allowed to use disarm in PvE, and you can't really tell except by repeatedly failing it against an enemy. So use at your own risk.
I can help Samuel do crafting if and when you catch me on my DM times. Giving me a heads up and the math by PM will help me prepare, and discuss if I think I see something off.
