As a DM for 80% of the time I've been involved in ALFA, which has been since before ALFA ever went live, back in the dinosaur days, I will say that DMing for non-standard races is indeed time consuming and sometimes a bit irritating.
That doesn't mean that I don't want to DM for them, I do, I believe they offer a bit of variety in the world.
But it also means I understand why other DMs don't want to bother. It's a valid point.
Anyway.

Fundementally, we have a majority of DMs that don't want to DM Tieflings.
The worst thing we could do, IMO, is to publicly allow tieflings to draw people in, then stitch them up when they discover that their character is ignored by the DM.
Having people join, create a PC in good faith, and then get the impression that there is never a DM around is worse than getting rid of the option in the first place, IMO.

Is anyone planning a trap here? Cuz that'd be verily awesome, from the lulz point of view.
When someone says DMs have the right not to DM planetouched it doesn't mean they'd be ignored as a whole. After all, if some of the DMs voted for teh inclusion back them, I'm forced to to reach a conclusion that some DMs are willing to DM planetouched.
Also, nothing stops a DM from saying he or she doesn't want to DM elves or dorfs. Some DMs don't like DMing evil PCs and lookit... they don't. DMs are here to have fun. They're not suddenly required to DM any especific race just cuz it's allowed. Doesn't work that way, never did, never will.
