I noticed some of the drugs don't have Alchemy DCs or Addiction Ratings. Are these listed somewhere? If not, we may need to make them up based on the other drug effects listed. Since we have Alchemy DCs, I presume we have the basis to introduce DRUG creation into our crafting discussions.
Lastly, do we want to provide a means for "forcing" a drug on another player against their will? Some possibilities include slipping it into food or drink and doping them while asleep or unconcious. The latter seems easy enough, the former we could tie into a placeable effects system (which interestingly OC had asked me about at one point). It could support poisoining food and/or drink too. It's along the same lines. We could simply leave this to Role Play to handle, but a system with clearly defined rules and boundaries would be ideal I think.

No reason you can't onUse a drug to target another item. Simply assign it whatever tag or variable the original drug had and we're good. That may not work with potions, but should be fine with waterskins and rations.

I do think we should attach it to food and drink, but not every drug can be put in food. Only the drugs which are used through digestion could be used in such a way. You should be able to use them on others, like you do a spell, but a player should be able to resist.
